Construction timeline update (14 August)

Following a number of complexities encountered during the construction, the projected project completion date is now the end of September 2024.

We are grateful to the local community and local businesses for their patience while we finalise these improvement works.

Jull Street Mall landscape and lighting upgrades are well underway

Construction works for the Jull St Mall landscape and lighting upgrades started on Monday 17 June. Work will occur on weekdays between 6.00am and 4.00pm.

All businesses are open and accessible while the works are underway, so while you might see our temporary fencing around the work site please don't let it interfere with your usual shopping routine!

Every effort will be made to minimise disruption to adjacent businesses and community as much as possible, however, there may be some noise and dust during this period for nearby residents and businesses.The primary hours of work will be on weekdays from 6.00am to 4.00pm.

What is the Jull Street Mall upgrade?

The upgrade of the mall is just one of a number of projects working towards the development of a vibrant and active link through the heart of the City Centre.

This space will be critical in connecting the Shopping Precinct and adjacent businesses with the new Armadale Train Station and elevated viaduct (a METRONET project that began in late-2023), the new Armadale TAFE Campus (under construction and due to be completed in 2025), and the recently opened $89M Courthouse & Police Complex.

So, what improvements can you expect to see as part of these Jull Street Mall enhancements?

  • Upgraded street furniture throughout the mall, with new seating options and bike racks (complete)
  • Improved safety with enhanced lighting (complete)
  • Replacement of existing light poles with suspended catenary lighting and multi function poles
  • Greening the mall with the introduction of beautiful, soft landscape areas
  • Paving remediation works

Reporting Incidences;

It is important to note community safety is an ongoing pursuit of the City. As such the City currently provides daily security patrols to Jull Street Mall to help address anti-social behaviour in the area. However collaboration from our community members, residents and businesses is required, to report matters to Police.

Reporting matters to the Police has a two-fold effect: Police have the power to enforce laws and take appropriate action, and all reports to Police contribute to valuable statistics that can help the City advocate for further resources and support. Your assistance in reporting antisocial behaviour to the police will assist.

    Hi there and thank you for your interest in the Jull Street Mall project.

    The City prioritises the retention of existing tree canopy throughout the City, with value placed on the retention of both native and exotic specimens. The London Plane trees mentioned are a significant feature through the mall, are well established and have proven resilient within the harsh urban environment and hot, drying climate we are adjusting to. Given the large number of trees lost in the wider city centre associated with the Byford Rail Extension project, the City has prioritised the retention of these London Planes trees as part of the Jull Street Mall Project.  

    Moving forward, noting the broad range of external factors placing additional pressure on the City’s shade canopy including conflicts with civil infrastructure, pests and diseases (e.g. Pholyphagous Shot Hole Borer, Myrtle Rust), increased temperature, water availability etc, the City will be prioritising increased diversity in tree species.

    Incorporating a broader number of tree species (including not only exotics but also natives as you mentioned), will increase the resilience of our street tree canopy within the City’s places and spaces, in the hope to ensure our public realm can be well shaded for a long time to come.

    Thanks for reaching out, Iain. The City recognises the complexity of issues surrounding the Jull Street Mall. We have undertaken efforts to facilitate improvement, including the current planned works for Jull Street Mall, which are intended to leverage the nearby major projects outlined below which will bring additional students and workers to the city centre.

    • Police and Courthouse Complex – completed at the end of 2023
    • Armadale TAFE Campus due for completion late 2024
    • MetCONNX Armadale Train Station Precinct upgrade due to complete mid-2025


    The refreshed public realm setting and additional pedestrian traffic after these projects complete is anticipated to create extra economic activity in the City centre, enticing new businesses to the mall with commercial opportunities and reinvigorating existing shops.

    Due to the scope of the stimulus grant funding, there was little opportunity for community engagement to meaningfully influence the design outcomes. The City’s Engage Page is intended for information about the project, and Frequently Asked Questions listed for anticipated questions commonly asked on similar projects. The City is happy to respond to other queries which may not be represented in the FAQ’s.

    Thanks for your question, Raewyn. The MetCONNX designs for the new Armadale Train Station project have been reviewed and considered in the upgrade for Jull Street Mall. Direct overhead pedestrian access to the train station is not within the scope of either project at this stage.

    Thanks for your enquiry, Kat. Each of the shopping centres referred to are privately owned and managed, and consequently the City has little influence on the timing of any future redevelopment of these sites or shopping centre names.
