What are 'rates'?

Rates are an annual contribution made by property owners that helps fund the services, facilities and infrastructure provided by local government. They support a wide range of community services, including roads and footpaths, parks and playgrounds, libraries, waste and recycling services, community facilities, public health services, ranger and emergency management services, and environmental programs that help keep our community safe, connected and enjoyable to live in.

The amount you pay is determined by two key factors. First, your property's Gross Rental Value (GRV) is independently assessed by Landgate, a Western Australian Government agency. The City does not determine property valuations. Second, Council sets a rate in the dollar each year as part of the annual budget process. Your general rates are calculated by multiplying the rate in the dollar with your property's GRV.

Your rates notice may also include other charges, such as a waste charge for rubbish and recycling services, a pool inspection fee for properties with swimming pools or spas requiring safety barrier inspections, and a Specified Area Rate (SAR) for properties that receive additional services or infrastructure within a particular area. It will also include the Emergency Services Levy (ESL), which is collected by the City on behalf of the State Government.

The City will issue 2026/27 rates notices in August. There are a range of payment options available, including through instalments.

If you've registered for eRates, you'll receive your rates notice by email. If not, your rates notice will be posted to the mailing address recorded for your property.

If you haven't signed up for eRates, now is a great time to make the switch. You'll receive your rates notices electronically and help reduce paper, printing and postage.
