What is a Community Health and Wellbeing Plan?
The City's Community Health and Wellbeing Plan is a strategic document that provides a framework to improve public health and wellbeing. It acts as an informing strategy to the City's Strategic Community Plan and is developed to meet the public health planning requirements outlined in the Public Health Act 2016 and State Public Health Plan.
What is public health planning?
Public health planning is the process of planning for a healthy community. Public health planning shifts the balance towards prevention rather than cure with a focus on achieving long term public health outcomes through the planning process. Planning for a healthy community involves reviewing local health data profiles produced by Department of Health, and engaging with community to identify health priorities for the local government to focus on. The local government then produces a plan outlining specific actions and responses to these identified health priorities, including how they will implement and evaluate these actions and responses. This plan must also align with the Public Health Act 2016 and State Public Health Plan.
What is public health?
Health is defined by the World Health Organisation as ‘a state of complete physical, mental and social wellbeing and not merely the absence of disease or infirmity’.
Public health has a focus that aims to improve the health and wellbeing of a population as a whole rather than at an individual level.
Public health is multifaceted and takes into account not only the health status of the community but also the social determinants of health that may have an impact on health and wellbeing. Social determinants of health are those factors that may be beyond a person’s control but contribute either positively or negatively to their health. The conditions in which a person is born into, grows up in, works and ages within can influence their health. Community access to healthcare, safe housing, safe workplaces, education, fair pay and social influences can all have an effect on health.

Why are we creating a new Community Health and Wellbeing Plan?
On 4 June 2024, Part 5 of the Public Health Act 2016 was enacted. As part of this enactment, there is a requirement for local governments to prepare and publish their local public health plan by 4 June 2026. Local public health plans should consider the State Public Health Plan objectives and policy priorities, local health context and priorities identified by their community. The City's new Community Health and Wellbeing Plan will meet these requirements.
What does the City currently do to protect, promote or improve community health and wellbeing?
Historically, local governments have always had responsibilities in protecting community health through the provision of services such as sewage, safe drinking and aquatic facility water, safe sale of food, noise and odour control, safe housing, mosquito and vermin control, waste management etc.

To complete the Community Health and Wellbeing Survey 2024, you must be live within the City of Armadale.
What will you do with my feedback?
All feedback received will be analysed to help identify the health and wellbeing priorities the City of Armadale will focus on for the next five years, 2025 - 2030.
Am I still eligible to win the 6 month Armadale Fitness and Aquatic Centre (AFAC) membership prize even if I’m already an AFAC member?
Yes, you are still eligible to win the 6 month AFAC membership prize, even if you are already an AFAC member.
Should a prize winner already be a member of the Armadale Fitness and Aquatic Centre and win the six (6) month Armadale Fitness and Aquatic Centre membership prize, the said prize winner will have their payments suspended for six (6) months. The date of payments suspended will be from the date the prize winner claims their prize.
Should a prize winner already be a member of the Armadale Fitness and Aquatic Centre and have an ‘Aquatic Only’ or ‘Fitness Only’ membership and, win the six (6) month Armadale Fitness and Aquatic Centre membership prize, the said prize winner will have their membership upgraded to ‘Full Access’ for six (6) months. The prize winner will also have their payments suspended for six (6) months. The date of the membership upgrade and date of payment suspension will be from the date the prize winner claims their prize.
If a prize winner is not already a member of the Armadale Fitness and Aquatic Centre, they will receive an Armadale Fitness and Aquatic Centre ‘Full Access’ membership for six (6) months, and the joining fee of $49.00 will be waived. The date of the membership will be from the date the prize winner claims their prize. Should the prize entrant wish to continue their membership at the Armadale Fitness and Aquatic Centre, after their six (6) month membership ceases, they will be required to pay full membership fees as set out on the Armadale Fitness and Aquatic Centre website https://active.armadale.wa.gov.au/membership-types .
