What is the purpose of the Anstey Road Upgrade?
Anstey Road is currently a rural standard road and as part of the recent urban development approved for the Anstey Keane area, there is a requirement for Anstey Road to be upgraded to an urban standard.
Updated 28 March 2025 - What improvements are planned as part of the upgrade?
The major program of works will include the installation of landscaped median strips and verges, a wider road pavement area, dual-use paths, and improvements to the street lighting and road drainage network. Please refer to the landscaping concept plans provided which illustrate the vision for Anstey Road once fully upgraded.
The upgrade requirements for Anstey Road include Anstey Road being disconnected from Ayres Road to the north, to divert large heavy vehicles travelling from Forrestdale Business Park onto MacFarlane Road rather than along Anstey Road as currently occurs.
For the disconnection to occur, Hypatia Boulevard needed to be fully constructed to provide an alternative route for traffic movements internally within the residential area for bushfire evacuation purposes. Hypatia Boulevard has now reached practical completion. Formal disconnection of the road will only be able to take place once the Minister of Planning has approved the City’s application to formalise this arrangement.
How will this upgrade be funded?
A Development Contribution Plan (DCP) is in place for the Anstey Keane area. The DCP funds several important items of infrastructure within the precinct including the upgrade of Anstey Road, and a sports playing field adjacent to the Solaris Private Estate.
The DCP commenced operation in May 2021 and has been collecting development contributions since. Funds collected pay for the associated land acquisitions and all construction works to carry out the full upgrade of Anstey Road up to the school site. The remaining portion of Anstey Road up to MacFarlane Road will be funded by the developer.
Updated 28 March 2025 - When will construction of the major works program start?
The City continues to work with ATCO Gas to arrange for the re-alignment and upgrade of a high-pressure gas pipeline that runs within the Anstey Road reserve. The planning for these works is complex and is critical that the gas pipeline works are designed to meet all the relevant safety standards prior to the commencement of the road upgrade works or any temporary works.
Based on this, major works are planned to commence in 2026, pending approvals from ATCO.
