Scheme Amendment No.124 to City of Armadale Town Planning Scheme No.4 - Kelmscott District Centre Precinct Structure Plan Implementation
The Council at its meeting of 23 March 2026 resolved to initiate proposed Amendment No.124 to Town Planning Scheme No. 4 (TPS No.4) for the following purposes:
Amendment No.124 primarily proposes to ensure that identified land use zones in the draft Precinct Structure Plan area connect with an appropriate existing zone in the City’s TPS No.4. It also applies other appropriate reservations and development standards for the draft Precinct Structure Plan Area to properly support the vision and objectives, land use designations, and subdivision and development requirements of the draft Precinct Structure Plan as supported by Council in February 2023.
The proposals included in Amendment No.124 are listed as follows:
Rezoning of Land to District Centre zone
Assignment of Density Codes to Kelmscott District Centre Precinct Structure Plan Area
Reclassification of Lot 39 (No.24) Page Road, Kelmscott to Parks and Recreation (Local)
Rezoning of various lots on Gilwell Avenue/Clifton Street to Residential
Removal of Special Use Zone 1 from portion of Page Road and Fancote Park
Application of Development Area No.67 (Special Control Area Map 3) over the Kelmscott District Centre
District Centre Zone Objectives Review
District Centre Zone Land Use Permissibility Review
TPS No.4 District Centre Zone Plot Ratio Provisions
TPS No.4 Schedule 8 Development (Structure Planning) Areas
The above amendments will ensure consistency between the draft Kelmscott District Structure Plan and the Town Planning Scheme No.4. Full explanation of and justification for the various proposals are discussed in the ‘Comment’ section of Town Planning Scheme Amendment Report which is available for inspection at the City of Armadale offices at 7 Orchard Avenue, Armadale - open from 8.15am-4.45pm Monday-Friday. The scheme amendment document can also be downloaded from the link below.

Submissions must be made in writing, and can be lodged in person at the above address, via email to info@armadale.wa.gov.au or posted to the City of Armadale Locked Bag No.2, Armadale 6992. Your submission should include the scheme amendment number, the property affected and your comments. Submissions are to be received by the City on or before the closing date (above).
Following a review of submissions the scheme amendment will be presented at a Council meeting for consideration of adoption.
