Notice is hereby given that the City of Armadale has received a proposed Amendment to the West Piara Urban Precinct South - Southern Landholdings Structure Plan, as well as an Application for Development Approval for Grouped Dwellings and Communal Facilities (Over-50’s Land Lease Community) at Lot 9001 Interdominion View and Lots 13, 14 and 15 Armadale Road, Piara Waters. Both applications were lodged by CDP Town Planning & Urban Design on behalf of Stockland Development Pty Ltd.

Structure Plan Amendment No.1:

Closes: 11 December 2023

Amendment No.1 proposes modifications to the internal road network to create a single 12.6 hectare lot for the proposed Land Lease Community, and includes additional technical reporting to support the proposed modifications. The Amendment facilitates a different dwelling typology than that contemplated by the original Structure Plan (grouped dwellings rather than single dwellings) and an estimated additional 30-40 dwellings.

  • Noise Technical Note;
  • Landscape Master Plan;
  • POS 2 Central Public Open Space;
  • Hydrology Technical Note;
  • Transport Technical Note;

The above-listed documents are available for viewing on this webpage. Alternatively, the documents have been deposited at the City of Armadale offices (7 Orchard Avenue, Armadale) and will be available for inspection 8.15am - 4.45pm Monday-Friday.

Submissions on Amendment No.1 must be made in writing (refer below submission form) and can be lodged in person at the above address, via email to info@armadale.wa.gov.au or posted to Locked Bag No.2, Armadale 6992. Submissions are to include the Structure Plan Amendment name/reference number, the property affected, submitter name, address and details of the submission. Submissions are to be lodged with the City on or before close of business on 11 December 2023.

Further, please note that Amendment No.1 is being advertised to seek public comment on the proposal, and advertising does not necessarily indicate that the proposal will receive final support and/or approval from the City of Armadale or the WAPC. In this regard, please be advised that the WAPC is yet to grant final approval to the original West Piara Urban Precinct South - Southern Landholdings Structure Plan.

Following review of submissions received during the advertising period the City will prepare a recommendation for the WAPC, who will make a determination on the Amendment No.1.

Application for Development Approval:

The Application for Development Approval proposes 284 Grouped Dwellings and Communal Facilities on the site the subject of the Structure Plan Amendment. Please refer to the ‘Site Location Plan’ and ‘Masterplan – Housing Plan’ available for viewing on this webpage. The development consists of:

  • 284 Grouped Dwellings at a density of R40 (which are a ‘D’ discretionary land use within the Residential zone under TPS No.4), with sites varying in size from 221m² to 384m²;
  • Landscaped communal areas maintained by the village;
  • A private clubhouse building incorporating a dining room, commercial kitchen, function room, games areas, library, cinema, and an arts and crafts space;
  • A wellness building including an indoor/outdoor swimming pool, yoga/exercise room, gym, barbecue area, bar, and poolside lounge;
  • A leisure area including a bowling green and three pickleball courts; and
  • A reception building near the entry along with an area for visitor parking, containing a display and sales area, an office and facilities for staff, a meeting room, and a gallery for the display of fixtures and finishes options for homes. It will be the common location for mailboxes and a community garden, parking for the community minibus and provision for electric vehicle charging stations.

The City will submit an overall recommendation to the JDAP on conclusion of advertising and its assessment of the Application.
