Application for Development approval - 15 Grouped Dwellings - Lot 25 (No.8) Dale Street and Lot 4 No.7 Billabong Way, Mount Nasura
The City has received an application for the abovementioned proposal, which involves the following:
The construction of 15 single storey grouped dwellings, 209m² of communal gardens and a through access way to Billabong Way and Dale Street. The existing house at 7 Billabong Way will be retained in the proposed development.
The proposal includes the following main variations to the Deemed to Comply clauses (requirements) of the Residential Design Codes (R-Codes).
Under Clause 5.3.7 Site Works, excavation/retaining wall along the site’s southern boundary to No.12 Dale Street is up to 3 metres in depth/height with a nil boundary setback where the R-Codes requires such excavation and retaining wall to be setback 3m from boundary.
Under Clause 5.3.5 Vehicle Access, the section of the access way on Lot 4 Billabong Way is 3 metres which is less than the 4 metres required for developments with five or more dwellings.
The proposal includes the following main variations to the clauses (requirements) of Local Planning Policy PLN 3.1 Density Development (PLN 3.1)
Under Clause 4.3.2.4, garages shall not be forward of the front habitable room window of the dwelling and preferably should be 1m behind the main front wall of the dwelling. The garages of units 9 to 15 are forward of the units front habitable room.
Under Clause 4.3.2.5, a clear view of the proposed development from the Primary Street should be provided by staggering some of the dwelling units and designs should provide for the breaking up of roof areas and the appropriate use of landscaping. Units 9 to 15 and Units 2 to 7 are all setback the same distance to the communal street have the same roof design.
Under Clause 4.3.5.1, a 0.5m vegetated buffer strip should be provided on both sides of proposed Communal Streets. A 0.5m landscape strip is not provided for the section of the access way (communal street) on Lot 4 Billabong Way.
