Advertising of Proposed Structure Plan - Harrisdale North Skeet Balannup Precinct
Lots 601 - 606 Balannup Road and Lots 200 - 202 Skeet Road, Harrisdale


The City of Armadale has received a Proposed Structure Plan for the above property prepared by Hex Design and Planning on behalf of Yolk Property Group including Lots 601 - 606 Balannup Road and Lots 200 - 202 Skeet Road, Harrisdale (refer to enclosed location plan). The Structure Plan is being advertised for public review and submissions.

A Scheme Amendment application, also prepared by Hex Design and Planning on behalf of Yolk Property Group, has previously been advertised by the City of Armadale. Amendment 121 proposes to rezone the precinct to the ‘Urban Development’ zone and to include the precinct within Development (Structure Plan) Area 72. Submissions received on rezoning Amendment 121 are currently being assessed and will be addressed by Council who will make a recommendations to the Western Australian Planning Commission on whether or not Amendment 121 should be adopted and/or finalised as advertised or with modifications. The Western Australian Planning Commission, will consider Council’s recommendations on the proposal and the submissions received and make its recommendation to the Minister for Transport, Planning and Ports on finalisation and Gazettal of the Amendment No. 121.

Under the proposed ‘Urban Development’ zone a Structure Plan is required to be prepared and approved, prior to subdivision and residential development. The advertised Hex design Structure Plan proposes to guide future subdivision for closer development for residential and other purposes in accordance with the land uses identified on the Structure Plan and allowed under the proposed ‘Urban Development’ zone (subject to finalisation and Gazettal of Amendment No. 121).

The State Government’s Planning and Development (Local Planning Schemes) Regulations requires the Local Government to accept and advertise a Structure Plan application prepared in accordance with the Regulations. The Regulations also sets out time periods allowed for the Local Government to advertise the Structure Plan application and the time allowed for submissions on the Structure Plan and the City must adhere to these requirements.

The proposed Harrisdale North Skeet Balannup Precinct Structure Plan is accordingly being advertised to seek public comment on the proposal. Advertising of the Structure Plan application does not necessarily indicate that the City of Armadale or the Western Australian Planning Commission (WAPC) supports the proposal and/or the Structure Plan will receive final approval. Following review of submissions received during the advertising period, the City will prepare a recommendation for the WAPC which will make a determination on approving the Structure Plan.

The Structure Plan proposes:

  • Residential zoning with a base density coding of R30 and a R40 density coding around Public Open Space (POS) areas with an estimated yield of 300 lots and dwellings.
  • Three areas of Public Open Space are proposed along the eastern and western corners of Balannup Road, and along Skeet Road.
  • The POS areas also encompass a Conservation Category Wetland and Resource Enhanced Wetland along Balannup Road and a Conservation Wetland along Skeet Road.
  • The total POS comprises of 8.28ha (31% of the gross subdivisible area).
  • A central road network connecting Skeet Road to Balannup Road and Reilly Road.
  • Commercial area along the corner of Ranford Road and Skeet Road.

The Proposed Structure Plan and accompanying reports/technical appendices are available for viewing from the Documents section of this page. The documents can also be viewed at Council’s offices (7 Orchard Avenue, Armadale) between the hours of 8.15am to 4.45pm Monday to Friday.

Nearby or affected landowners, interested persons and agencies are invited to submit comments on the proposed Structure Plan. Submissions must be made in writing using the online submission below, or download the PDF version of the submission form (available from the Documents section of this page – can be lodged in person at the above address, via email to info@armadale.wa.gov.au, or posted to Locked Bag 2, Armadale WA 6992).
