Draft Local Planning Policy PLN 4.4 Activity Centres (Neighbourhood & Local Centres)
The purpose of the draft Local Planning Policy addresses:
The development of activity centres within the City of Armadale that are classified as either Local Centres or Neighbourhood Centres;
Requirements for retail development in Industrial activity centres within the Industrial Business zone; and
Both new centres and substantial extension or redevelopment of existing centres.
The draft policy only applies to Local and Neighbourhood Centres because other higher-level centres, District Centres (Harrisdale, Kelmscott and Hilbert) and the Strategic Metropolitan Centre, (Armadale City Centre) have Precinct/Structure Plans in place or in progress that guide the development of those higher level centres.
The ability for Local Governments to prepare a Local Planning Policy (LPP) is provided for in Division 2 Part 2 of the Deemed Provisions contained in the Planning and Development (Local Planning Schemes) Regulations 2015. In particular, clause 3 of the deemed provisions states that a “local government may prepare a local planning policy in respect of any matter related to the planning and development of the Scheme area.”
Submissions on the Draft Local Planning Policy are invited up to and including 12 June 2026 by email info@armadale.wa.gov.au or by mail to City of Armadale, Locked Bag 2, Armadale WA 6992.
