Application for Development Approval - Child Care Premises, Display Home Centre & Land Sales Office - Lot 151 (879) Warton Road Piara Waters


The City has received an application for the abovementioned proposal, which involves the following:

  1. The construction of a purpose built single storey Child Care Premises, Display Home Centre (19 homes) and double storey Land Sales Office with associated parking, access, signage and landscaping.

  2. The proposed Child Care Premises is intended to care for 74 children and will employ 14 staff. The proposed operating hours are 6:30am to 6:30pm Monday to Friday. The proposed 6:30am starting time is a variation to the 7am starting time recommended under PLN 3.2 – Child Care Premises and Family Day Care.

  3. The proposed Display Home Centre will comprise of 19 display homes which will be created via a future subdivision application. These homes will be sold and revert to standard single residential dwellings when the Display Home Centre is no longer required.

  4. The proposed Land Sales Office is incidental to the Display Home Centre and will be constructed on the same site as the Child Care Premises. This will be converted and used as part of the Child Care Premises once the Display Home Centre ceases to operate.

  5. The proposed operating hours for the Land Sales Office are; Wednesday 1:00pm to 5:00pm, and Thursday to Tuesday 10:00am to 5:00pm. The proposed operating hours for the Display Home Centre are; Wednesday 2:00pm to 5:00pm; and Saturday and Sunday 1:00pm to 5:00pm.

  6. A total of 33 car parking bays (including 4 on street bays) are proposed in lieu of 66 bays as required by Town Planning Scheme No. 4. The proposed bays are supported by the accompanying Transport Impact Statement as being sufficient for the estimated actual parking demand of the proposed uses during the peak parking demand of the development.

  7. A noise wall with a minimum height of 2.1m is proposed along the western boundary to minimise the impact of transportation noise for the Child Care Premises from Warton Road. A 2.4m high solid fence is also proposed along the eastern boundary to minimise the impact of noise from car doors to the future residential lots to the east. The solid walls are recommended by the accompanying Noise Assessment to ensure compliance with the Environmental Protection Noise Regulations. Proposed fencing within the primary street setback area is visually permeable (vertical batten fencing) in accordance with the City’s Fencing Local Law.

  8. The Noise Assessment prepared by Lloyd George Acoustics (dated 26 October 2022) supports the application and is available for review. The report concludes that with a combination of proposed solid fences, building façade upgrades, location of outdoor play areas, careful placement of mechanical plant and equipment and restriction of outdoor activities, the proposal can meet the requirements of the Environmental Protection Noise Regulations.

  9. A Transport Impact Statement prepared by Transcore (dated 27 October 2022) supports the application and is available for review. The Statement concludes that the level of traffic to be generated by the proposed development is relatively low and would not significantly impact on the surrounding road network.
