Application for Development Approval - Child care Premises - Lot 109 (198) Seventh Road, Armadale


The City has received an application for the abovementioned proposal, which involves the following:

  1. The construction of a purpose built single storey Child Care Premises building at Lot 109 (198) Seventh Road, Armadale.

  2. The proposed Child Care Premises is intended to care for 59 children and will employ 11 staff.

  3. The proposed operating hours are 7am to 6.30pm Monday to Friday.

  4. The proposed building is setback 3.2m from the south eastern boundary in lieu of 3.6m as required by State Planning Policy 7.3 – Residential Design Codes Volume 1.

  5. Full movement vehicular access is proposed from Gribble Avenue, which is the lower order road as recommended by Local Planning Policy PLN 3.2 – Child Care Premises and Family Day Care.

  6. A total of 16 car parking bays are proposed in lieu of 18 car parking bays as required by Town Planning Scheme No. 4.

  7. A 2.1m high solid fence is proposed along the south eastern and south western boundaries abutting the proposed car parking and outdoor play areas. This is required to reduce noise impacts for the adjoining residential properties as recommended by the accompanying Environmental Acoustic Assessment, ensuring compliance with the Environmental Protection Noise Regulations. Proposed fencing within the primary street setback area is visually permeable above 1.2 metres in accordance with the City's Fencing Local Law.

  8. The Environmental Acoustic Assessment prepared by Herring Storer Acoustics (dated June 2022) supports the application and is available for review. The report concludes that with a combination of the proposed solid fences, the restriction of staff parking before 7am and careful placement of mechanical plant and equipment, the proposal can meet the requirements of the Environmental Protection Noise Regulations.

  9. A Transport Impact Statement prepared by Urbii Consulting Pty Ltd (dated 19 May 2022) supports the application and is available for review. The Statement concludes that the level of traffic to be generated by the proposed development is relatively low and would not significantly impact the surrounding road network. The Statement also concludes that the proposed car parking provision can accommodate the needs of the Child Care Premises.
