Development Contribution Plan No. 4 – Infrastructure Cost Schedule 2025 and Assessed Values

In accordance with the City of Armadale’s Town Planning Scheme No.4 (the Scheme), landowners electing to subdivide within Development Contribution Area No.4 (DCA4) are liable to make a proportional contribution towards the cost of common infrastructure. Development Contribution Plan No.4 (DCP4) covers the Anstey Keane (Forrestdale) area and is referred to as DCA4.

DCP4 is a mechanism to effectively, and equitably share the cost of providing common infrastructure within the Anstey Keane area. This coordinated approach to the provision of common infrastructure will enable the City to deliver essential infrastructure and facilities, to benefit developers and the broader community.

The DCP4 Infrastructure Cost Schedule (ICS) is a table linking to both the Scheme and DCP4. The ICS itemises, calculates, and apportions common infrastructure costs and identifies the area based per hectare contribution rate. In line with requirements specified in the Scheme, the City is required to undertake regular reviews of the ICS, including the Proposed / Assessed Values of land to be acquired, and estimates for the provision of common Infrastructure items listed in the Scheme. As part of this process, the City invites comments on the outcomes of this review, proposed modifications to the DCP4 Report, updates to the ICS 2025, and associated Assessed Values.

The City has undertaken a review of the ICS, including the Assessed Values in accordance with Clauses 3.12 and 3.13 of Schedule 9B. At its meeting of 26 May 2025, Council resolved to advertise the Assessed Values and ICS 2025 that includes Cost Per Hectare Base Rate of $586,753.36 and a Cost Per Hectare Additional Rate of $122,399.60.

As provided by the Scheme, any comments received on a Common Infrastructure item or Assessed Value must be supported by evidence from a suitably qualified individual in the specific field of the submission.

Please note that the Common Infrastructure items and Assessed Values are included in the ICS 2025 (see ‘Infrastructure Cost Summary’ within the ICS) and presented in more detail in Section 3 (‘Infrastructure Items’) and Section 4 (‘Cost Estimates’) of the DCP 4 Report for ease of reference.

Submissions can be made in four ways:

1) Using the submission form linked with this page.

2) Writing a letter addressed to the Chief Executive Officer, City of Armadale, Locked Bag No. 2, Armadale WA 6992.

3) Sending an email to info@armadale.wa.gov.au

4) By completing a hard copy (paper) submission form at a City office location.
