Amendment 128 to Town Planning Scheme No.4 – Short Term Rental Accommodation

Notice is hereby given the local government of the City of Armadale has prepared the above mentioned planning scheme amendment.

Amendment No.128 is proposed in order to ensure that recently-introduced State Government reforms relating to the regulation of short term rental accommodation (STRA) are incorporated into the City’s local planning framework. This includes enabling landowners and STRA operators to seek development approval, where required, and in accordance with State Government reforms.

In summary, the amendment modifies TPS No.4 in the following manner:

  • Includes the definitions of hosted and unhosted Short Term Rental Accommodation (STRA) in the Schedule 2 Deemed Provisions of the Planning and Development (Local Planning Schemes) Regulations 2015 in the City’s Town Planning Scheme No.4 (TPS No.4) Zoning Table.
  • Removes the ‘Bed and Breakfast’ land use from the TPS No.4 zoning table and land use definitions, as this land use is now considered a form of STRA.

Plans and documents setting out and explaining the scheme amendment have been placed on the City of Armadale's website at www.armadale.wa.gov.au and will be open for inspection during office hours.

Submissions on the Scheme Amendment must be made in writing, and can be lodged in person, via email to info@armadale.wa.gov.au or posted to Locked Bag No.2, Armadale 6992.

Submissions should include the Scheme Amendment number, the property affected and details of the submission. Submissions must be lodged on or before 4.45pm on Friday 24 October 2025.
